Abstract


Objectives
This study describes the elements of the manual of accreditation of healthcare websites, of the Health Quality Agency of Andalusia, in its second version. The manual is the reference document of the Healthcare Website Accreditation Program, which responds to institutional commitment of Andalusia (Spain) with the European initiatives to ensure the rights of citizens, starting on the document e-Europe 2002, Quality criteria for web sites related to health, the Commission of the European Communities.

Methods
The second version of the Manual arises from the experience of three years of activity of the Accreditation Program, the review of both national and international literature and documentary sources, as well as the feedback from experts which constitute the Technical Advisory Committee for the preparation of the manual.
This new version, which is aimed at different profiles of Healthcare websites (public, private, clinical, educational, informational, etc..), contains levels of accreditation, and emphasizes the criteria towards quality control of content to try to provide users more confidence in browsing these sites.

Results
The Accreditation Manual is divided into four blocks:
I. Users' rights. This block includes four criteria: intended audience, accessibility, usability and confidentiality related to orientation and presentation of content on the website, adapted to its audience and using a simple and understandable design for users.
II. Information management. With four criteria: transparency, credibility, editorial policy and elements related to the site, these are evidences that reinforce the credibility of healthcare Websites by providing information about the people in charge, stating their sources of information and describing the policies to select and publish their content.

III. Health content and services. It contains the following criteria: attribution of content, updating information, services and advertising. These criteria are focused on ensuring the recognition of sources of information, the responsibility for the content, timeliness of publications and try to describe the procedures related to the provision of warranty services and the commitment to a code of conduct.

IV. The center as part of the Public Health System. Serve the criteria of identity and responsibility, structure and organization of institutional activities, citizenship and healthcare professionals. It also gathers criteria related to the main contents to be collected by a public healthcare website.


Conclusions
The significant increase of the demand for online health information, requires continuous updating of resources to improve the quality of the health content on the Internet.
With this new manual, evidences related to aspects of form and content have been increased and emphasized, also taking into account a wide typology of healthcare web sites in terms of characteristics and requirements. Facing accreditation, all these particularities made it hard to manage with an uniform treatment to any website, regardless of their nature.
